No, but as much pot as you like :-)

Now serious: if your GPS works good in the US it should also in Europe. Never heard of any problem regarding that.

If you upload your current location data this would go via your US phone service. This may be expensive and you have to check if your cell phone can connect with the European cell networks. If you have a quad band cell phone it should, I think.
